{"id":42467,"date":"2022-11-02T14:29:39","date_gmt":"2022-11-02T13:29:39","guid":{"rendered":"https:\/\/ufap.eu\/ufap\/?p=42467"},"modified":"2022-11-02T15:01:39","modified_gmt":"2022-11-02T14:01:39","slug":"gestion-des-personnels-administratifsdiviser-pour-mieux-regner","status":"publish","type":"post","link":"https:\/\/ufap.eu\/ufap\/gestion-des-personnels-administratifsdiviser-pour-mieux-regner\/","title":{"rendered":"GESTION DES PERSONNELS ADMINISTRATIFS<br>Diviser pour mieux r\u00e9gner ?"},"content":{"rendered":"\n<p class=\"has-text-align-center wp-block-paragraph\"><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\"><strong>Concernant l\u2019IFSE des Personnels Administratifs de la DAP,<\/strong> <strong>la division par deux reste d\u2019actualit\u00e9\u00a0!<\/strong><\/mark><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La fin de la division par 2 de l\u2019IFSE annonc\u00e9e le 3 octobre 2022 par le Garde des Sceaux lors de la pr\u00e9sentation du Projet de Loi de Finances pour l\u2019ann\u00e9e 2023 ne concerne nullement le montant mensuel de l\u2019IFSE vers\u00e9 aux Personnels Administratifs de la DAP\u2026Elle concerne <strong>les forfaits vers\u00e9s dans le cadre de la mobilit\u00e9 et de la promotion,<\/strong> et ce, \u00e0 compter de janvier 2022. Elle concerne \u00e9galement <strong>\u00ab&nbsp;<em>la mesure interminist\u00e9rielle de convergence interminist\u00e9rielle<\/em> \u00ab&nbsp;en faveur des corps des personnels administratifs du minist\u00e8re de la justice.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\">Concr\u00e8tement, \u00e7a donne quoi&nbsp;?<\/mark><\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Les forfaits en cas de mobilit\u00e9 ou de promotion ne sont plus divis\u00e9s par deux. Il faudra donc revoir la situation indemnitaire de tous les Personnels Administratifs ayant eu une mutation ou une promotion en 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il en va de m\u00eame pour la revalorisation de l\u2019IFSE effectu\u00e9e en 2022 pour les 3 corps\u2026Par une note en date du 9 mars 2022, le Secr\u00e9taire G\u00e9n\u00e9ral indiquait une revalorisation concernant l\u2019IFSE des Attach\u00e9s et des Secr\u00e9taires Administratifs divis\u00e9e par 2 en raison de la perception de la prime de suj\u00e9tions sp\u00e9ciales (PSS). Une note du 24 mars 2022 faisait de m\u00eame pour les Adjoints Administratifs. Les montants touch\u00e9s en 2022 vont donc \u00eatre revus \u00e0 la hausse pour faire dispara\u00eetre la division par 2 de cette revalorisation. Ainsi donc, on revient au syst\u00e8me institu\u00e9 par la circulaire relative au RIFSEEP pour le minist\u00e8re de la justice en date du 14 novembre 2017&nbsp;!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>L<\/strong>\u2019<strong>UFAP UNSa Justice<\/strong> ne peut que condamner cette absence de reconnaissance pour la fili\u00e8re administrative de la DAP soumis au statut sp\u00e9cial en ne versant pas l\u2019int\u00e9gralit\u00e9 de l\u2019IFSE aux agents. Comble de l\u2019ironie se sont les m\u00eames agents qui sont priv\u00e9s ill\u00e9galement de leur r\u00e9mun\u00e9ration qui vont devoir reprendre toutes les situations individuelles pour r\u00e9gulariser celles-ci&nbsp;!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>L<\/strong>\u2019<strong>UFAP UNSa Justice<\/strong> r\u00e9it\u00e8re sa revendication de <strong>voir dispara\u00eetre purement et simplement la division par 2 de l\u2019IFSE existante.<\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\">Concernant le plan de requalification de C en B,<\/mark><\/strong><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\">Peu d\u2019\u00e9lus, beaucoup de d\u00e9\u00e7us&nbsp;!<\/mark><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Avec 145 postes par an pour l\u2019ensemble du minist\u00e8re de la justice (48 pour la liste d\u2019aptitude et 97 pour l\u2019examen professionnel) et au regard de la cartographie des postes \u00e9tablie pour la DAP, nombreux seront les oubli\u00e9s de ce plan de requalification\u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>En l\u2019absence d\u2019organigrammes de r\u00e9f\u00e9rence<\/strong> <strong>dans les \u00e9tablissements, structures et services pour les personnels administratifs<\/strong>, r\u00e9clam\u00e9s depuis des ann\u00e9es par<strong> l<\/strong><strong>\u2019UFAP UNSa Justice<\/strong>, la cartographie a \u00e9t\u00e9 longue \u00e0 faire et s\u2019av\u00e8re, de surcro\u00eet, erron\u00e9e&nbsp;!<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au nombre des fonctions list\u00e9es figurent&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Des postes d\u00e9j\u00e0 occup\u00e9s par des secr\u00e9taires administratives. S\u2019agirait-il donc d\u2019un plan de requalification de B en B&nbsp;?<\/li>\n\n\n\n<li>Des postes occup\u00e9s par des contractuels.
