Ces personnels sont affect\u00e9s dans les services de la DSJ, de la PJJ et du SG (dont d\u00e9pend la GCLH).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au sein de la DAP, il existe une fili\u00e8re technique constitu\u00e9e de 3 corps propres, de cat\u00e9gories C, B et A. En septembre 2022, l&rsquo;UNSa Justice avait obtenu du GDS une enveloppe sp\u00e9cifique dans le cadre du PLF 2023 afin d&rsquo;engager une r\u00e9forme concernant l&rsquo;ensemble des personnels techniques \u00e9voqu\u00e9s ci-dessus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il aura fallu 3 ans et de nombreuses r\u00e9unions de travail pour qu&rsquo;un projet puisse \u00eatre stabilis\u00e9 avec comme objectif :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pour les \u00ab C techniques \u00bb corps communs du MJ, la cr\u00e9ation d&rsquo;un corps de d\u00e9bouch\u00e9 ;<\/li>\n\n\n\n<li>Pour les personnels techniques de la DAP, la poursuite du protocole d&rsquo;accord sign\u00e9 en 2017 avec notamment l&rsquo;int\u00e9gration de l&rsquo;ensemble des \u00ab C \u00bb en \u00ab cat\u00e9gorie B \u00bb et l&rsquo;extinction du corps actuel sur 4 ans, la valorisation des Techniciens dans un nouveau corps de \u00ab B type \u00bb avec un dispositif d\u00e9rogatoire pendant 5 ans pour acc\u00e9der au nouveau corps des Ing\u00e9nieurs du minist\u00e8re de la Justice dot\u00e9 de grilles indiciaires plus \u00ab dynamiques \u00bb (dur\u00e9es d&rsquo;\u00e9chelon r\u00e9duites) et de modalit\u00e9s d&rsquo;avancement plus favorables ;<\/li>\n\n\n\n<li>Une revalorisation indemnitaire pour tous les corps.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">L&rsquo;architecture g\u00e9n\u00e9rale de la r\u00e9forme<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La cr\u00e9ation d&rsquo;une fili\u00e8re technique minist\u00e9rielle avec un statut unique.<\/li>\n\n\n\n<li>La fusion et requalification des corps techniques existants de l&rsquo;administration p\u00e9nitentiaire (DAP) dans ceux de la fili\u00e8re technique du minist\u00e8re de la Justice (MJ).<\/li>\n\n\n\n<li>Une entr\u00e9e en vigueur au 1er septembre 2025.<\/li>\n\n\n\n<li>Une gestion transitoire jusqu&rsquo;en 2030 pour les avancements de grades et promotions de corps.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">\u00c9volutions statutaires (d\u00e8s septembre 2025)<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Pour les adjoints techniques<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pour les adjoints techniques corps communs : cr\u00e9ation d&rsquo;une liste d&rsquo;aptitude d\u00e9rogatoire pour l&rsquo;acc\u00e8s au nouveau corps de technicien de 2\u00e8me classe (B1), sur 4 ou 5 ans (2026-2030\/31) avec un volant de promotions de 80 \u00e0 100 promotions sur la p\u00e9riode. Ce dispositif d\u00e9rogatoire doit permettre d&rsquo;amorcer le vivier des promotions p\u00e9rennes pour des personnels qui n&rsquo;ont jamais eu aucune perspective de promotion !<\/li>\n\n\n\n<li>Pour les adjoints techniques (AT) de la DAP : Corps maintenu mais en voie d&rsquo;extinction (2028).<\/li>\n\n\n\n<li>Les AT de la DAP (cat. C) seront requalifi\u00e9s dans le nouveau corps des techniciens (cat. B) :<\/li>\n\n\n\n<li>C2 \u2192 B1 entre 2025 et 2026<\/li>\n\n\n\n<li>C1 \u2192 B1 entre 2026 et 2028<\/li>\n\n\n\n<li>Reclassement dynamique et acc\u00e8s acc\u00e9l\u00e9r\u00e9 au grade de technicien de 1\u00e8re classe (B2) pour tous les C2 actuels et pour une partie des C1 actuels, avec des conditions d&rsquo;anciennet\u00e9 r\u00e9duites \u00e0 2 ans sur 4 ans (2027-2030). soit une revalorisation triennale de +1800 \u20ac). Cette proposition est en cours de n\u00e9gociation avec l&rsquo;administration pour le PLF 2026 et suivant.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Adjoints techniques DAP :<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>+ 950 \u20ac\/an d&rsquo;IFSE, soit + 79,17 \u20ac bruts\/mois, \u00e0 partir du 1er juin 2025.<\/li>\n\n\n\n<li>+ 150 \u20ac\/an de CIA pour les ex-C2 et +400 \u20ac pour les ex-C1 \u00e0 partir de 2026.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Techniciens :<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ex-techniciens DAP 2\u00e8me classe \u2192 B2, technicien 1\u00e8re classe MJ : + 1200 \u20ac\/an d&rsquo;IFSE, soit + 100 \u20ac bruts\/mois au 1er septembre 2025.<\/li>\n\n\n\n<li>Ex-techniciens DAP 1\u00e8re classe \u2192 B3, technicien classe exceptionnelle MJ : + 1400 \u20ac\/an d&rsquo;IFSE, soit + 116,67 \u20ac bruts\/mois au 1er septembre 2025.<\/li>\n\n\n\n<li>+ 250 \u20ac de CIA d\u00e8s 2026.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Ing\u00e9nieurs :<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ex-DT 2\u00e8me classe : + 1500 \u20ac d&rsquo;IFSE, soit + 125 \u20ac bruts\/mois.<\/li>\n\n\n\n<li>Ex-DT 1\u00e8re classe : + 1900 \u20ac d&rsquo;IFSE, soit + 158,33 \u20ac bruts\/mois.<\/li>\n\n\n\n<li>Ex-DT classe exceptionnelle : + 2300 \u20ac d&rsquo;IFSE, soit + 191,67 \u20ac bruts\/mois.<\/li>\n\n\n\n<li>CIA : + 100 \u20ac pour les DT 2\u00e8me classe, +200 \u20ac pour les DT 1\u00e8re classe et +250 \u20ac pour les DT classe exceptionnelle d\u00e8s 2026.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">La mise en \u0153uvre de la r\u00e9forme de la fili\u00e8re technique minist\u00e9rielle est pr\u00e9vue \u00e0 ce stade pour le 1er septembre 2025. Cette r\u00e9forme r\u00e9organise en profondeur les statuts, carri\u00e8res et r\u00e9gimes indemnitaires des personnels techniques relevant du minist\u00e8re de la Justice. Elle s&rsquo;inscrit dans une volont\u00e9 de modernisation des parcours professionnels, d&rsquo;harmonisation interminist\u00e9rielle et de reconnaissance des comp\u00e9tences techniques. Le projet pr\u00e9voit un phasage transitoire jusqu&rsquo;\u00e0 2030.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pour l&rsquo;UNSa Justice, il s&rsquo;agit de :<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La reconnaissance des comp\u00e9tences techniques : l&rsquo;\u00e9volution statutaire vers la cat\u00e9gorie B pour les adjoints techniques constitue une reconnaissance du niveau r\u00e9el de responsabilit\u00e9s exerc\u00e9es.<\/li>\n\n\n\n<li>Revalorisations indemnitaires significatives : Les hausses de l&rsquo;IFSE et du CIA sont un levier d\u2019attractivit\u00e9 et de fid\u00e9lisation des agents, notamment dans les m\u00e9tiers en tension.<\/li>\n\n\n\n<li>L&rsquo;acc\u00e8s facilit\u00e9 \u00e0 la cat\u00e9gorie A : Les nouvelles modalit\u00e9s d&rsquo;acc\u00e8s au nouveau corps des ing\u00e9nieurs du minist\u00e8re de la Justice (au choix et par examen pro) acc\u00e9l\u00e8rent les parcours de carri\u00e8re.<\/li>\n\n\n\n<li>Dispositions transitoires favorables pour l&rsquo;avancement de grade comme pour la promotion de corps : notamment pour les adjoints techniques corps communs, mais aussi pour les futurs techniciens et techniciens actuels tout comme pour les A, sont un acquis majeur permettant de dynamiser les carri\u00e8res actuelles de nos coll\u00e8gues.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Pour l&rsquo;UNSa Justice, la mont\u00e9e en charge sur plusieurs ann\u00e9es (2025 \u00e0 2030) implique un suivi syndical rigoureux pour \u00e9viter les d\u00e9rives locales ou les retards. Le suivi RH devra \u00eatre renforc\u00e9 avec notamment des formations et un accompagnement individuel qui devront \u00eatre garantis pour r\u00e9ussir les int\u00e9grations et acc\u00e9l\u00e9rations de carri\u00e8re.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;UNSa Justice accueille favorablement la logique de reconnaissance statutaire et salariale port\u00e9e par cette r\u00e9forme, r\u00e9sultant en partie d&rsquo;un travail syndical constant depuis plusieurs ann\u00e9es. Elle reste cependant vigilante sur la mise en \u0153uvre concr\u00e8te, les moyens d\u00e9ploy\u00e9s et le respect des engagements pris par l&rsquo;administration dans la dur\u00e9e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette r\u00e9forme constitue une opportunit\u00e9 majeure d&rsquo;\u00e9volution professionnelle pour les personnels techniques. L&rsquo;UNSa Justice veillera \u00e0 ce qu&rsquo;elle soit appliqu\u00e9e dans son int\u00e9gralit\u00e9 dans un esprit d&rsquo;\u00e9quit\u00e9, de reconnaissance et de justice sociale, en maintenant
